I discovered that when I started IE without any add-ons (right click on IE icon), it started cleanly and ran smoothly. (Big hint, eh?) I started turning stuff off and haven't Visit our Community Forums to see if anyone has answered your question there. I ran Ccleaner and Malwarebytes' AntiMalware to start and then looked at my running processes finding Mccibrowser.exe and seemed to be taking a large chunck of my processing. The window opens during the startup cycle on its own.
